City Development Department
The City Development leads the master planning and mindful development of Gelephu Mindfulness City shaping both the built environment and the systems that bring it to life. Guided by Bhutan's holistic values and inspired by future-oriented vision, the department ensures that every aspect of urban design, infrastructure, and landscape contributes to a city that is livable, resilient, sustainable and spiritually grounded.
Our mission is to bring the GMC vision into tangible form, building a mindful city where innovation meets tradition, development respects nature, and infrastructure supports well-being at every level.
Our Mandate
- Formulate and implement the Master plan for GMC
- Integrate sustainability, resilience, and cultural values into design and infrastructure decisions
- Ensure the city's growth aligns with environmental stewardship and community well-being
- Coordinate all technical, spiritual, and environmental components of urban development
- Initiate housing development programs and manage estate/ facilities

- Urban Planning & Development
The GMC City Development Department ensures thoughtful, inclusive, and resilient urban growth through:
- Masterplanning: Spatial planning, zoning, and design coordination across all city districts.
- Regulatory: Setting and enforcing building codes, land-use regulations, and compliance standards.
- Construction: Managing city-wide construction projects with quality and sustainability standards.
- Lighting, Signage & Wayfinding: Designing systems that balance safety, aesthetics, and cultural sensibilities.
- Infrastructure & Mobility
Supporting the city's functional and connected growth through:
- Infrastructure: Development of ICT, mobility, hydrology, water, waste, energy systems, and geohazard mitigation.
- Airport Development: Overseeing earthworks and infrastructure for Gelephu International Airport.
- Housing and Real Estate
Ensuring inclusive, sustainable, and well-managed urban living through:
- Housing: Planning and developing residential areas in line with sustainability and inclusivity goals.
- Estate Management: Maintaining public estates and ensuring operational efficiency.
- Environmental & Sustainability Design
Embedding mindfulness and sustainability into the city's fabric through:
- Environmental & Sustainability Planning: Integrating sustainable design principles aligned with Mindfulness values.
- Landscaping & Softscaping: Designing green corridors, parks, and mindful landscapes.
- Spiritual & Cultural Projects
Preserving and celebrating GMC's cultural heritage through:
- Spiritual & Religious Projects: Preserving sacred spaces and integrating them mindfully into the city.
