All businesses falling within the applicable DNFBP categories must register with GFSO-GFICC before commencing regulated activities in GMC.
The GFSO-GFICC is responsible for registering and supervising Designated Non-Financial Businesses and Professions (DNFBPs) operating within Gelephu Mindfulness City (GMC) for compliance with the applicable AML/CFT/CPF legal framework. All businesses falling within the applicable DNFBP categories should review the registration requirements and complete the DNFBP Registration Form before commencing regulated activities. The registration form is intended to collect information necessary for GFICC to assess the applicant, its ownership and management, proposed business activities, and AML/CFT/TFS arrangements.
Applicants should determine whether their actual activities fall within the scope of a DNFBP. The registration form covers the following business categories: real estate developers or agents carrying out transactions involving the buying or selling of real property; dealers in precious metals or stones; dealers in saleable goods with a price equal to or greater than USD 15,000; law firms, notary firms and other independent legal businesses; accounting, audit, insolvency and taxation consulting firms; and Trust and Company Service Providers (TCSPs). Applicants should describe the actual services and activities they intend to conduct in or from GMC, together with their target market, geographical areas of operation and intended customer base.
General information: legal name, legal form, contact details, proposed business activities, services, target market and geographical scope. Ownership and control: details of persons or entities owning or controlling 25% or more, relevant identification and ownership information, and an organisational chart. Business activities: applicable DNFBP category, proposed services, target market, customer base and geographical areas of operation. AML/CFT and sanctions arrangements: MLRO details and identification documents, AML/CFT policies and procedures, Business Risk Assessment, CDD and enhanced CDD procedures, sanctions controls, and AML/CFT training arrangements.
Online application submission is not currently available through this website. Completed forms are submitted by email, as described on each form’s page.
Depending on the application, applicants may need to submit: passport or other required identification documents for relevant individuals; CV of the proposed MLRO; ownership and corporate documentation; organisational structure chart; AML/CFT policies and procedures; Business Risk Assessment; CDD and Enhanced CDD procedures; sanctions compliance controls; and any additional documents or information requested by GFSO.
Businesses should review the fit-and-proper questionnaire carefully and provide full details and supporting documentation where any of the questions require an affirmative response. This includes matters such as regulatory investigations, criminal convictions, disciplinary proceedings, regulatory breaches, licensing restrictions and other relevant adverse findings.
Applicants should: determine whether their business falls within the applicable DNFBP categories; submit an EOI via the GCRO portal at https://corp.registry.gmc.bt/; download and complete the DNFBP Registration Form; provide detailed responses to all applicable sections; attach all required supporting documents and any additional appendices where necessary; review the application to ensure that all information is complete, accurate and current; and ensure that the application is signed by an authorised person who has the authority to make the application on behalf of the applicant. Submit the completed Registration Form via email to gficc@gmc.bt.
Registration creates ongoing responsibilities under the applicable framework. DNFBPs must notify GFICC promptly of material changes to ownership, management, activities, address or other particulars; maintain appropriate records and governance arrangements; and review legislation, guidelines, circulars and reporting requirements.
