Applicable NPOs operating in GMC must register with GFSO-GFICC for the purpose of complying with Chapter 16 of the Anti-Money Laundering and Sanctions Rulebook.
NPOs required to register with GFSO-GFICC must complete and submit the Registration Form for Non-Profit Organisations (NPOs).
The form requires information relating to: the NPO's legal name, legal entity type and contact details; controllers and persons exercising ownership or control; the NPO's governing body and organisational structure; the NPO's purpose, objectives and activities in or from GMC; the beneficiaries targeted by the NPO; countries in which the NPO intends to operate or provide services; primary sources of funding, including donations, grants, membership fees and fundraising activities; measures for identifying and assessing money laundering and terrorist financing risks associated with donors; controls to ensure that funds are properly accounted for and used consistently with the NPO's stated purpose and objectives; and arrangements for maintaining required records of domestic and international transactions.
Who should register? NPOs that fall within the scope of the AML/CFT/CPF legal framework and should register with GFSO-GFICC for the purpose of complying with Chapter 16 of the Anti-Money Laundering and Sanctions Rulebook. NPOs should consider the nature and substance of their activities, rather than relying solely on their legal form or registration status, when determining whether the AML/CFT/TFS requirements apply. Where there is uncertainty about whether an organisation falls within the scope of the NPO requirements, the organisation should seek clarification from GFSO.
What information should an NPO provide? The registration process is intended to give GFICC a clear understanding of the organisation and its potential exposure to financial crime risks. Applicants should be prepared to explain: purpose and activities (purpose, objectives, activities, programmes, target beneficiaries and countries or jurisdictions of operation); governance and control (governing body, persons or entities exercising control, relevant ownership/control information and an organisational chart); and sources of funding (primary funding sources, including donations, grants, membership fees, fundraising and other financial support, and procedures to understand and assess the risks associated with funding sources and donors).
Before submitting an application, an NPO should prepare: organisational information (legal registration, governing documents, legal name/type, registered and contact details, website); governance & control (governing body details, organisational structure, identification of controllers, and persons exercising effective control); activities & beneficiaries (purpose and objectives, proposed activities, target beneficiaries, and jurisdictions of operation); funding & financial controls (funding sources, donor identification and due diligence, donor/funding risk assessment, fund receipt and disbursement arrangements, and controls over the use of funds); and AML/CFT/TFS controls (risk assessments, donor risk management, sanctions/TFS screening, internal controls, relevant policies and procedures, and record-keeping arrangements). GFICC may request further information or documents as necessary for registration, supervision, or regulatory purposes.
Online application submission is not currently available through this website. Completed forms are submitted by email, as described on each form’s page.
Applicants should ensure that all sections of the registration form have been completed; information on the NPO's structure and governing body is complete; relevant ownership or control information has been provided; the NPO's purpose, activities and target beneficiaries are clearly described; countries of operation and primary funding sources are identified; donor ML/TF risk-management arrangements are explained; controls for accounting for and using funds are described; required supporting documents are attached; the authorised signatory has authority to submit the application; any question that does not apply is marked "N/A" with an explanation; and all information is accurate, complete and provided in electronic format. Submit the completed Registration Form via email to gficc@gmc.bt.
Registration creates ongoing responsibilities under the applicable framework. NPOs must notify GFICC promptly of material changes to ownership, management, activities, address or other particulars; maintain appropriate records and governance arrangements; and review legislation, guidelines, circulars and reporting requirements.
